Survey sites and some other randoms still allows you to get low denomination gift cards. I know Microsoft cashback seems to let me redeem my $2 balance for Amazon GC, though I haven't tried. Technically could be asking on the down low for payment through other methods like $ app or Crypto.
As for requesting Xfinity rewards from family members? Well some people handle their elderly parents bills or they might be something like property managers/building owners that cover internet for their tenants.
