PAYPAL not converting foreign currancy

I purchased a consulting package from a vender in Canada for $388. I thought that with the currency in US dollars in my favor it would be discounted. It was not. I called PP and spent over an hour with one numskull after another. A manager said it is up to the vender on the conversion. Does anyone know if that Is true?

Confusing with both countries using dollars, I guess what they're saying is the vendor billed in USD? Probably need to straighten it out with them

When I pay by CC the exchange is automatically calculated. I chose US funds with PayPal and then Canadian funds the second time and the amount never changed for both transactions.

Who is getting that extra amount I was supposed to have saved?
