Charge is controlled internally. You supply the current via a 'charger' powered by 5v USB or with a USB cord directly via a port.
The charging "Ssignal-LED light" is either on the battery or on the charger.
I have both methods/types of batteries. Both methods work. I've found that the USB charge type will charge fine in the external chargers. Even the LED light works.
NOTE-You CANNOT charge these is a 'regular' NiMh charger. Nope. Won't work. Bad idea. If you tried and it didn't work....that's on you. Read directions.
FWIW, "in general" the NON-USB charge type tend to have more capacity than the USB-charge since there is a bit more space for the lithium inside. I don't know if that is cause or correlation.
I see nothing particularly weird or unusual about these batteries or their charger.
Their claim of 2300mHh is another issue.
Most don't seem to live up to their capacity claims.
At $2.50/battery it's not a big risk to test and report back.
It seems like there is a big push on this brand lately in Slickdeals.

I have 3 different chargers that could work, so one likely will. For that price I decided to try them, test them (properly) and see if they are any good.
