We're in Central Texas and the water lines to homes are not buried as deep as they are further up north and typically drip indoor faucets when when temps go under freezing for extended periods of time. We use these when there are freeze warnings or watches.

I guess... Most places that may "need" these SHOULD have either frost free valves (Make sure no hose is attached to it) or valve closure inside the house (close that valve and open the outside valve to prevent freezing)

In Texas, houses aren't equipped with frost free valves, and many houses' valve closure is at the curb under a sewer cover, and needs a water key to turn. Some municipalities require you to contact the water department to come out to turn on our off, even in the event of an emergency, even if you have a water key. You'll often see these or the styrofoam covers outside on the side of houses October- April in Texas.
