It can be done any time after activation... it puts the $25 plan in "reserve" for the line until the current month expires.
mine did not go in "reserve" and just changed the current plan...😭

It is possible to unlock outside the US, you need wifi and possibly a vpn. Make sure you activate in the US before leaving.
