The cpu is kind of weak so you can probably run at most 1 VM. That said, you can run dockers plex just fine. But the good thing is that the cpu is energy efficient and there is not much maintenance in terms of the OS and server.
Downside to building your own is 1) probably won't be this small of a form factor with off the shelf parts, and 2) probably won't be energy efficient for 24/7/364 operation. Up to you as to how much those things matter.
