I can't imagine this GPU is anywhere powerful enough to be limited by PCIE 4.0. Even top of the line GPU's only lose a couple of frames per second. Don't worry about it.

Does anyone have first hand experience on the performance hit, if any, when installed on a PCIE 4.0 motherboard vs a 5.0 one?

I have with a similar model (Sapphire Pulse). no difference at all.

To clarify, my mobo has PCIE 5.0 but I'm currently using a PCI 4.0 riser cable, so the mibo is set to 4.0 as well.

I'm getting a new case, so considering rise cables (which are mostly PCIE 4.0) - from reading way too many articles on this, the 9060 and 9070 would see no difference from PCIE 4.0 vs 5.0. Even at a theoretical level, neither would exceed the bandwidth of PCIE 4.0.

Another interesting question is if it's worth an upgrade from the 6700 XT. Seems it's only a slightly improvement, but also not a huge price difference (I can sell my 6700 XT for $250 or so). Probably not worth the incremental benefit though.

Gamer's Nexus did a video comparison and it was only a 1% loss in frames for the PCIE4.0

Exactly. At most it will be 1-2% loss on PCIe-4.0 for most games

PCI-Express 4.0 vs 5.0 really only makes a difference when you exceed the VRAM. More of a factor with 8GB cards. But either way, it's a bad experience and you should avoid exceeding any card's VRAM regardless.
