Target's accounting on the 5% Circle Card discount is that you technically never get the promo cards for free, but instead get an equivalent discount on whatever earns you the promo card while buying the promo card at full price, so you're getting the $50 Google Play for $45 + $5 for the Target gift card = $50 total cost for the pair of gift cards.
Since Circle Cards won't get you the 5% otherwise-storewide discount on Target gift cards, the 5% is calculated off of $45 = $2.25 off the cost.
Be mindful of Google's automated gift card systems if you're planning to buy and redeem a lot of these, as there have been plenty of reports on Slickdeals of Google locking Play accounts that receive back-to-back redemptions of the same gift card amount in quick succession. Additionally, you're a lot safer buying these online instead of in-store due to these gift cards (and Apple gift cards, as well) being a frequent target™ for physical tampering.
