I have 2.5 yo and 5.5yo. Is this too small for them? Is this for indoor/outdoor soccer?

The ball is never too small to develop your skills. That's coming from somebody with 30 years of soccer experience (both indoor & outdoor), who also has kids that age.

Size 1 should be fine for a 2.5 yo.
For the 5.5 yo, size 3 or 4 is probably more appropriate, although a 5.5yo can play with a full size 5.
There's a size 5 adidas soccer ball on sale for $11 on another thread. You may want to consider that one for the 5.5yo as an option.
