$42 for a plastic T-handle with some cheap bits? Is this because of tariffs?

Looks like it is a torque wrench, not just plain handle.
Looking at Amazon, this price appear to be right around average price - maybe a BIT higher than others but this isn't outrageously priced. Where as original price of $60 seem a bit high

15-75 lb-in is only ~1.5-8.5 Nm, so it seems like a pretty small adjustment range for a torque wrench.

Autlead from Autel for guns has a good reputation. This is the same.

It's because too many stupid people buy unneeded Chinese junk, and they know it!
I'm sure there's a $5 version on Ali or some other crap site!

Bits are 1/4" so easy and cheap to customize bits.

Anything higher in range would benefit from a torque wrench.
