Getting 10% back as a Target gift card is decent, but not great, for those brands; Lowe's and Chipotle are sometimes available at straightforward 10-15% discounts that beat this deal easily. Additionally, during retail holiday seasons, the % of Target gift card offered on these deals can sometimes climb as high as 15-20% back instead of just 10%, so this deal will really only be of use if you need an immediate discount/reward on one of these brands.
A lot of the table-service restaurants included in this deal have their gift cards perpetually on sale at club stores such as BJ's Wholesale, Sam's Club and Costco for 20% off or better, and secondhand sites usually have them at deep discounts as well.

I prefer Home Depot cause everything at Lowe's is marked up by at least 10% anyway (compared to HD), so even after discounted gift cards you are not really saving anything.

First, Target has a third party marketplace. Meaning, sometimes product results that show up include third party sellers weaved into the product results. Those usually do count towards the promos, but they are invoiced as separate transactions.
Let's say you had $300 total you're trying to hit. Suppose you put $300 worth of stuff in your cart with, say, $100 earmarked for in-store pickup (directly from Target) and $200 of stuff from a third party seller. Even though your cart total would show $300 when you check out, it's actually two separate transactions behind the scenes.
But specifically, what you're describing won't work either. If you read the fine print, it has to be a $300 or more in a single transaction. And again, once you combine that with the caveat from the paragraph above, it can get sticky.
Sometimes they do promos like, "spend $50 four or more times and get Target Circle Rewards". So, in that case, but you have to spend at least $200. But it can't be a single $200 transaction. It requires four discrete transactions of at least $50.
They have some good promos, but it's a really finicky system. Sometimes I've had transactions that are right on the fence ("spend $50" and I place an order that pre-tax is $50.03) and they don't register properly.
Also, buyer beware that gift cards can always be a little bit of a headache. I've never had issues with the O4A cards being redeemed for something, but some of those companies have really weird rules for gift cards. For example, we have Spotify Family, and for whatever reason, Spotify gift cards can't be applied Spotify Family accounts. We get a discount on Netflix from T-Mobile, and the Netflix gift card I bought can't be used for that account for some arbitrary reason. Again, this has nothing to do with O4A, but in both of those cases I was basically completely screwed because you obviously cannot return gift cards.
So, anyway, the O4A gift cards have always been totally legit, but there seems to be this growing trend of gift cards in general having restrictions with some of these companies. My only complaint with O4A is it is a complete nightmare to see what eligible retailers you can redeem gift cards for. It is appallingly difficult to find that out before you purchase a card.
