Hook that up to your computer and then hook the vcr's connectors into that. Finally, install some software made for capturing video streams. One free example is OBS Studio (but there are plenty of free and paid options out there): https://obsproject.com/
With the software running, you'll put a tape in your VCR and push play. Then, hit the record button on your new software. When the tape is finished playing, hit stop on your software. Voila. You now have a digital video file that can be stored on your computer, cloud storage, burned to dvd, etc.
