I've been watching these solar deals with interest and have just started playing with emergency backup power. Can anyone suggest a reasonably priced regulator that I could use to take the energy from this panel and charge an array of 12v batteries? They have a huge variance in price and I'm concerned about the random $10 AliExpress ones
Victron is considered by many the "gold standard" in solar products and something like this is a perfect match for these 400 watts panels with it being 440 watts max. Don't even think about a 10 dollar Ali Express piece of junk. This one is Victron and it has bluetooth connection with an app that makes it really easy to keep tabs on the exact amount of power the panels are collecting in real time. Lastty, its under 70 bucks. Gonna be hard to beat that. https://www.amazon.com/Victron-Sm...r=8-1&th=1
The linked Victron is only 15A.
For 440W of solar power, the required charge controller amperage depends on your battery bank voltage; for a 12V system, you'll need at least a 35-40A controller, while a 24V system requires a 18-20A controller, and a 48V system needs a 10A controller. You must also ensure the charge controller's maximum input voltage rating is higher than your solar panel's open-circuit voltage (Voc) and consider adding a safety margin.

Anyway to use this (in the US), with a mini-inverter for a plug-in application? Like they have in Europe?

Renogy on their own website pairs the panels with a 40A solar controller charger.

I can get coupon to work but - $64 is still $320 so it's a no go.

You are very wrong. This is what Victron said about this Solar charge controller. "You can connect multiple solar panels in series/parallel as long as the total wattage doesn't exceed 440W and the voltage stays under 75V." This controller is 15 amp capable up to 75 volts. These panels have an (Vmp) of 34 volts so all you need is 12 amps at 34 volts to produce 400 watts. I have no idea how your coming up with your numbers, but they are wrong. Specs on these panel are: Maximum Power Point Voltage (Vmp): ~33.7V (typical operating voltage)
Open Circuit Voltage (Voc): 67.5V (maximum voltage when no load is connected)
Maximum Current (Imp): 12.1 amps at the power point
