Expect 10c higher in idle on windows on the cooler compared to corsair. You get what you paid for. I have this on 9800x3d 41c at idle.
I have a Corsair 280mm AIO in my second rig which has a 5700x3d. It works pretty well, but it was also almost 2x more than this 360mm AIO.
This one is going into my main rig which is currently running a 240mm AIO, so the 360 will be an improvement anyway.
And 41c idle on a 9800x3d seems QUITE acceptable. With the 240 aio my 9600x is idling at 43c. You're saying that a corsair AIO has your 9800x3d idling at 31C? Seems unlikely.
From what I understand idle temps in the 40s is normal for the 9000 series CPUs.

If this 360 aio keeps at 9800x3d at 41 C idle I think that's still perfectly acceptable. If gaming load is at like 75c that's fine too. 🤷 ♂️
I haven't upgraded to a 9000 series x3d yet, so I'm fine with those temps. Even the 240 aio and my 9600x the highest I've ever seen under 3d mark load is like 72C, so I don't really care.
For under 70 bucks this cooler will have perfectly acceptable performance.
