1. Get 28 miles, most likely 10 miles max.
2. Get 22mph w 350 watt controller. 10-15 mph realistic.
3. Get 12 months warranty. Zero shot, you will be lucky if you get any support after confirming you received it.
270 bucks is a okay deal.
For the ~12% of American slickdealers in California, if it can go over 20mph it is illegal. California explicitly forbids sale of class3 ebikes. Class 2 ebikes are limited to a max motor assist of 20mph.
And the 1/30 americans who live in Michigan should know they require a no-cost "mobility" permit for any ebike with a throttle. Meaning anyone not pedaling (or has an easily noticed throttle) could be stopped for a permit-check.

So if you are the kind of person that law enforcement seem to notice and might Google your bike out of "thoroughness", factor this into your personal math.

considering, they gave 2000 bucks to class 3 ebikes for the last 3 or so years, something like 5mill so far and 30 million budgeted.
no police gives a lick if they are class 1 2 3 .. as long as you dont do anything stupid, u never get bothered. i have gone fast as 45, no one cares. unless u r doing wheelies in the middle of the s treet with 30 other idiots blocking traffic.
