In the Microcenter site map I cannot find anything for membership terms of service.

The closest thing is "insider account"

It's not a paid membership or anything, I believe you just need an account by signing up for free with basic information. Then you should be able to add the item to cart for in store pickup

Yea, it's just a regular account. I think they have intentions of making some part of it paid, but nothing has actually manifested yet.
