People will mostly use these for voltage agnostic devices such as high power usb chargers. It's generally not a good idea to travel outside North America with 110v-only devices since most of the world is 220/240v. Japan is one notable exception.

For what device? Unless you plan on bringing a blowdryer, a space heater or something like that, most devices are rated from 110-250v 50&60hz. Things like laptop chargers, phone chargers, even your xbox or ps5 are all rated 110-250v.
