I closed out my browser, disabled ad blockers, but still same issue. I haven't ordered from AliExpress, but I made an account.
Nevermind, I finally got it. I had to open it in incognito mode.
The coupon was not working for me, but after I cleared my cache and started over, it worked.

I'm seeing that message with the Kingroon filament now, also. The code itself is still valid. I put a 10 pack of Sunlu filament in my cart and the $12 came off. The Sunlu has the added cost of shipping, though.
Aliexpress is also displaying new discounts beginning Oct 1st. Maybe try again on Oct. 1 with one of the new codes.
