I have found that the local fire department will no longer refill these for you. you have to call a 3rd company that provides this service. in my are its cheaper to buy a new new than to refill it at their rates.
are non rechargeable fire extinguishers cheaper than these rechargeable ones?
The larger ones like these are usually rechargeable regardless. The "kitchen size" ones usually aren't anymore. As you can see up thread, it's cheaper to just replace them. So, no not really.
where can you get these rechargeable fire extinguishers "charged"?
My first job was doing the maintenance on these and refilling them.
I was 16 (years and years ago)... fire extinguisher wars DID in fact take place, only when the boss wasn't looking because we found out that shooting off one of these was very hard to hide from the boss.
I'm sure if you google searched fire safety retailer near me you could easily find a place. But I'm sure it's cheaper to replace as others have said. We mostly did contract stuff, like Walmart would have 30 of them and we'd go get them and recharge/inspect/take apart, grease the seals etc/fill and charge them.

I can attest to that. Used one in the kitchen and took me all day to clean up.
