They need to put out tables that show distance and speed by rider weight. No chance a 300 lb dude goes the same speed or distance as a 100 lb woman.

Does anyone know if this would require a driver's license. I know if it is under 50cc, in Missouri, a license is not required.

What about a 300# woman and a 100# man?

This doesn't qualify as an ebike (max 750W/28mph) or moped in Missouri, as the moped limits include a 30mph top speed, which this exceeds. So this is an e-motorcycle. Assuming it has a VIN number and can get registered.

Everyone should check their local laws. Most states set the moped limits at 2-3hp and less than 30mph. Above that it is a motorcycle that needs to be registered, insured, with a licensed operator and never used on paths or sidewalks.

I would think twice if you are someone local police are likely to take extra interest. This could turn a minor hassle into a long list of fines and charges for driving an unregistered, uninsured vehicle, without a motorcycle license and proper safety gear.

Fun fact: max speed on flat ground has almost nothing to do with rider weight. Top speed is down to gearing and the maximum nominal RPMs. By the same token, energy consumed is minimally impacted by weight on flat ground.

Now, if the 300# person was really a 100# person with 200# of fluffy pillows attached, the wind resistance would be a factor.

Weight of rider will affect acceleration, so the 300# person takes notably longer time to get to max speed than the 100# person, but the max speed is achievable...eventually. The rider weight is impactful on hills, as gravity is a harsh mistress, and hills will drain batteries empty.
