This is not entirely correct. It's been a while since I've set these up but I believe after you've associated the device with your tplink account (to create the encryption keys) you can use python-kasa directly or through Home Assistant for local control. Combine with firewall rules and optionally VLANs to block internet access.

i have several Kasa devices going back several years and haven't had issues with any of them. my house is currently a hybrid of Kasa devices and plugs and Zwave devices run through a Smartthings hub. The Zwave devices have not been as reliable and the wall switches in particular have failed slowly through the years. I tried Kasa as I heard that it will interface with Smartthings until I drop the hub altogether. Then I can run my lights, plugs and switches without a hub. I don't really know why I want this, but it seems like it could be handy.

Not sure I have a use but interesting product. Rufus tells me only the power outlets not the USB are addressable (and individually so).

Correct. USB-A plugs are always on and the power outlets show up individually in the Kasa app.

No, this is a cloud enabled device only. No local control.
All of my Kasa devices have maintained their previous programming during wifi disconnects. You can set schedules on a temporary SSID and then shut off that network after programming.

I'm not totally sure on this, but the "newer" Tapo Version (Tapo P316M) which is only $5 more does list Matter control.

I don't like leaving chargers on when they aren't actually charging a battery. I also got tired of plugging and unplugging each charger for the various brands Slickdeals made me buy. With this charger, I can press the button to turn on and off each individual charger I'm using. I can also do it through the app on my phone and schedule when to turn it off after x number of hours.

This is an extremely outdated smart power strip. No fast charging USB, in fact zero USB C ports. USB ports are not controlled and are always using power. I've been using Kasa plugs for years. They're not bad, but unless you are already invested in this ecosystem I'd look elsewhere.
