As a Costco member since the name changed to Costco from price club, I never saw anyone running thru Costco.

I move through Costco with a purpose because I know the checkout line is likely going to be looooong. Maybe they will have something like Scan n Go like Sams next decade but I'm guessing in the 40's, their tech is so ancient their website is a separate business.

The ones who are deranged are the people who take multiple vehicles (or one but it's packed like a clown car) with their entire 10+ people multigenerational extended families, each one of them with their own carts. All so they can sample every item and stop up the aisles, leaving their carts everywhere willy-nilly.
I don't run, but I walk fast (~4 mph). I only go with a cart first or close to closing, and then I ride it like a skateboard and only slow down for blind intersections.

Walmart has a patent on Scan and Go and Costco is waiting to see how the BJ's Wholesale lawsuit turns out before they spend any time trying to develop a similar function.
