If you look at homelab and selfhosted forums, you can find this repeated over and over again. Here's a 4 year old thread [reddit.com] where someone reports going from an Intel 4000 system which could not handle a single 4K transcode to a 9000 system where it handles multiple 4K transcodes at once.
For more info, one reason those uber cheap mini PCs that cost < $150 are so popular is because of this. The Intel N95/97/100/150 is very low power, which makes it great for a system that is on 24/7. The primary resource-heavy task many selfhosters have is transcoding video. These CPUs wouldn't have a chance at handling that. But if the application(s) can use Quick Sync, then they are good to go.
