The only differences are really 3 things: S11 gets 5G (irrelevant since we're comparing GPS-only), aluminum S11 watches get a ceramic coated Ion-X glass that's supposed to be twice as scratch resistant as the untreated Ion-X glass on aluminum S10 models, and lastly the battery life on a single charge "improved" (only because Apple fudged and tweaked the way they test battery runtime by reducing frequency of time checks and active screen time. You can check this for yourself by comparing the battery testing methodology in the footnotes on the compare page with S11 and S10 pulled up side-by-side)

There hasn't been a teardown for S11 yet to confirm it, but it's likely that battery capacity in mAh remains unchanged compared to S10 since the form factor / dimensions besides weight is identical between S11 and S10
Series 11 also uses the same S10 SiP as Series 10
tldr; S11 and S10 are basically identical for GPS-only variants. You're better off getting a new S10 for $300 than an open box S11 for $70 more
