You'll have to check with each airline. This should be ok on many, but I know United Airlines has smaller dimensions and on paper this is too big for them

In the US, people bring one carry-on AND a large back pack. This is not usually allowed in international travel with overseas airline companies. I think this will be count as one carry on for the size of it.

That is true-ish, however really depends on the international carrier (normally dictated by the size planes they use for the majority of their fleet). FWIW, most of my experience when this was a concern was regional (yet still international) carriers flying from country to country within the EU. For example I've never had this issue flying Iberia or Lufthansa from the USA....but they use larger sized planes with large overhead and underseat storage.
