Do they still take away people passport in China if you can't pay for something?

The visa rules for China are difficult. You can get a visa after some work. Or you can do visa free for 10 days, but only in certain areas and if you are flying to another country. So round trips may not work? Or you can do 7 days in more places, same as below.

In any event I think you'd need a visa to do a round trip and it seems cumbersome to get. I'm still not perfectly clear on how it all works.

Just apply for a tourist visa. It's not that complicated.

Are you talking about stealing something and getting put into jail? Then probably yes.

I think you have to go to one of 5 cities in the US and physically present documents, present an itinerary, show your bookings and a pay a large fee. I don't even know the wait time. It seems pretty complicated but maybe you know a quicker way.
