Probably because the Walmart seller Discounttoolmall doesn't actually sell "new" models of the tool. They almost certainly sell them as "new" but they're refurbs or returns.

One of the nicest 1/4" collet handhelds. Balanced really well. Quick adjust and dial-in adjuster work really well. Light is great too. I wear XXL gloves so it fits really well in my hand. However it would probably be a bit bulky for small to medium. Fwiw I use this minimum 3-4 times a week for round-overs, chamfers, and flush-trim bits.

$219 is the regular price for this tool. Unless the retailer is running a promotion like 2 batteries + free tool, anyone selling this for less is usually not an authorized seller or they're not selling it brand new.
