Plastic gets scratched up by the litter overtime. Then the wet litter starts to stick and you'll have to start scraping the walls. Steel might be a little more resistant to this.

My favorite litter box for my 10# gray tabby is exactly this size and has a lid. On a lark, I ordered this stainless version to see if I can mate it with my existing lid, as its companion plastic tray is pretty scratched up and requires extra effort and disinfecting to clean.
