But assuming you are near an outlet, you might as well charge your device directly off the outlet and via the battery.
Not sure why you want to charge this battery while it recharges something else.
But using your UPS example, when your UPS battery is charging, that means its charging via an outlet. All the devices that is plugged to UPS is pulling power from the wall outlet, not the battery. If you lose power from the outlet, then all devices switch to the battery for power.
This Neewer battery is NOT a UPS and does not act like a UPS.
Assuming you are using it the way it was intended, like to power your camera when you are out shooting, then you wont need to charge the battery since you wont be near an outlet.
