This is a very cheap USB C hub that mainly adds three USB A ports and one USB C port at 10Gbps. It is attractive for simple USB expansion, with an aluminum shell and a slightly longer USB C cable than a Lenovo hub. The big tradeoff is that it has no HDMI, no Ethernet, and no separate power input, so it is limited to bus powered use. Reports also point to overheating, tight ports, and unreliable performance with multiple devices, so it fits best as a basic spare rather than a heavy duty dock.
Laptop owners needing a simple USB-C port expander, because it adds one USB-C and three USB-A ports without HDMI or Ethernet.
Desk setups that only need basic USB peripherals, because it works as a low-cost bus-powered hub with a slightly longer USB-C cable.
Shoppers wanting a spare hub for light accessory use, because it can be kept on hand when you do not need video or wired networking.
Users connecting multiple drives or power-hungry accessories, because it can overheat, overdraw, and fail to power even two flash drives.
Workstations that need video output or wired networking, because it has no HDMI or Ethernet ports.
People who need reliable high-speed transfers, because it may not sustain 3.1 speeds when handling multiple devices.
Anyone expecting a sturdy plug-in feel, because the USB outlets are very tight and require force to insert devices.

So this is a really good deal
As others have noted, the reason why this is cheap, is b/c it does NOT have HDMI and does NOT have Ethernet. If you don't need either of those things, this is a no-brainer to have on hand. The USB-C cord is also slightly longer than the Lenovo one I have, and the Lenovo one was just a 5Gbps and this is 10
