This is true, and even includes personal devices connected to the company network during work hours. But the comment I'm quoting seems to be speaking specifically to visiting the VS website (since it's linked in the post). From a HR perspective, visiting the VS website should be viewed no different than visiting any other non-work-related website using company resources.

You must be referring to websites that use http. A sniffer can't see the contents of sites that use https like SD. Sure they can see you're visiting that website.
