With contracts from airlines for (oftentimes significantly) lower fares if it qualifies as a humanitarian flight. They can also book air originating from any country, not just the USA.

You can even subscribe to recieve an email telling you what the airfares are for that weekend (it comes on Wednesday)

The federal government has an unofficial but related group which collects travel deals for its employees, civilian and military. I don't know if any authority will request a government badge id when you buy, board, etc., but registration requires a .gov or .mil email address. For such people:
