Yes, you need a 3d printer as well. The plastic that 3d printers melt down - the filament - absorbs moisture from the air. The more moisture in the filament, the more likely you are to get poor quality prints. This is a filament drier - that simply heats a spool of filament to remove as much moisture as possible - allowing for a higher quality print.
My kids use a Bambu Lab A1 mini - which is an excellent inexpensive printer.

IT's worth noting that the single spool version appears to only go up to 70C for drying, which may be too low (or simply too slow) for really tough-to-dry materials like PA (Nylon). The 4 spool version goes to 85C.

Oh, and make sure if you have 3D printed spools you're using, and they're made of PLA, don't attempt to dry anything above about 50-55C or you will be sad. OTOH, now I have some well-dried PETG to print new reusable spools with.

Creality has absolutely the worst customer service I've ever dealt with in my life, and that was impressively high bar they had to clear. I have no experience with this specific product, just this terrible company. YMMV.

It's usually suggested to dry filament before use, especially if it's filament that's sensitive to moisture. Even if you live somewhere with low humidity and store filament with desiccant to keep moisture away, it's not uncommon for filament to have already absorbed some moisture from the factory.
