More than likely, it just means that they didn't pay for the state to certify it. That act in California bans ozone emissions, and there's no reason for a spray bottle to have that type of emission.

I got this scent from Target and it is overly sweet for me. Closest comparison is the holiday pinecones/brooms scent. Disipates in ~4 hours when I used it to clean my kitchen.
