Kilz 3 in 1 gallon is OOS for me as well, but I see the Kilz Restoration Water Based Primer for $9.98 for a gallon. Might be worth to check.

The answer is YES ... the correct answer would be I would sand it down and get the rust off first and then paint it ... but if you are just trying to keep it from rusting out and get some paint on it then painting over the rust is fine ...

again though ... sanding the rust off is the correct answer

I think this is because Lowes is getting rid of their Kilz stock since the brand has chosen to become an HD exclusive.

It specifies "painted metal", so it might not be the best thing to use on bare metal, especially in your rusty situation.If the metal is rusted, it might be best to use a dedicated primer like Rustoleum Rusty Metal Primer:https://www.homedepot.com/p/Rust-...vD_BwELike any metal surface, do be sure to sand/scrape as much loose paint and rust as you can and then wash and let dry before priming and painting.

Not immediately.
Search "Rust Converter Tannic acid 2-Butoxyethanol". With that, the preparation is just to get the flakey/loose bits off (sanding, wire-brushing). The rust can remain, as the rust converter results in a black polymer that's stable enough base to be primed / painted.
Upgrading to a galvalume primer is a tad more expensive, but the zinc in it will help if the railing is in a high-use/abuse environment (the "healing" from the scratch-through of the paint layers). I learned a lot about this when looking up specs for sheet steels coated for metal roof / gutter applications.

Yeah thx, it's just a surface rust, painted before. I don't have much access to sanded. There some products that can be put apply over rust that I came across.

For what it is worth, the matte Kilz 3 has been awesome, even used without a top coat in FL. Great way to make corroded gutters look like new as well as wood/stucco window/door frames and borders.
