Don't cancel. YOUR iPad does not really matter. It will give you access to Apple's Find-My app and setup.
If your dogs are out and about it does not matter what your iPad is. AirTags work on a distributed network. You will still get the location on a map when the AirTag is within Bluetooth range of ANY iPhone in the area.
So, just go to that spot. You will not get the fancy AR arrows guiding you the last few feet. But, just shout their name at that point. For a lost dog scenario, knowing they're "two blocks away near the park" versus "in your neighbor's backyard" is the critical information, and you'll get that.
So they're most effective in populated areas - neighborhoods, parks, shopping areas - anywhere people with iPhones are walking around. If your dogs somehow ended up in remote woods or rural areas with no foot traffic, location updates would be sparse or nonexistent. But for house dogs in a residential setting who might slip out accidentally, that's usually not the scenario you're dealing with.
Also remember to enable Lost Mode if they do get out. This triggers notifications when any iPhone detects your AirTag and lets people contact you. And the AirTag speaker is surprisingly loud, so the "play sound" feature can help once you're in the general area.
