I don't think it matters if you're actively using the line or not as long as the phone is registered to the mint mobile line. Meaning the phone will be a paper weight for 2 months if you don't want to use the service. Once you unlock it, you can use it with other service providers.
If you're a current customer you can login to your account on the mint site and shop for devices. You should see the discounted price. I got a pixel 10 pro for 499 that way.

Yup, I logged in but then somehow got logged back out right away but didn't notice. Went in through the app and found the deal (hence my edited post). 🙂
