If I want to run smaller LLMs on my laptop (not training just using the models as is), Should I get one like this one with older CPU and with GPU or something with Ryzen 7 AI 350 without GPU (so it's not too expensive)?

Depends on your budget. If less, get integrated NPU. If more, get desktop GPU with 16GB memory like 5060 TI or 9060 XT 16GB.

You can run larger LLM releases on 16GB then you 8GB.

depends on the size of the models. For anything that can fit in 8gb this will be signficantly faster and moe models that go over 8gb will be faster on this as well so I don't really see any reason to go for the ai 350.
