As someone else already pointed out, 1500w is the standard for electric space heaters and they are intended for small spaces. Many of them also have a setting for lower heat output using roughly half the wattage. If you're talking purely about the efficiency of electricity to heat output, practically every space heater is near 100% efficiency already, there isn't any real way to make the transfer more efficient.
If you want to heat the whole house, obviously don't try to use a space heater. If you want to heat a larger space, there are better options. If you want to maximize efficiency outside of the heater itself, it's all about R value; insulation and sealing up gaps in your living space with foam/weather stripping/caulk, particularly windows and doors. Use a ceiling fan on winter mode to heat the room evenly and don't underestimate the power of sitting close to the space heater and using it in conjunction with heated blankets and layers of clothing.
