5070 vs 9070 XT. Which one is better? I think only compare to 5080
Performance wise they are pretty close. It varies by game which one is faster. The 5070 Ti is slightly faster on average in most large game comparisons.
That being said, the real advantage for the 5070 Ti is that DLSS 4 is a bit better than FSR 4 and more importantly has much broader support in games. There is also MFG support but that is more of a niche case use case. nVidia also tends to support their cards longer if that matters to you at all.
All else being equal, I would take the 5070 Ti over the 9070 XT.
The 5070 Ti is also a more expensive card normally and if it is worth the extra money is a different question. However, that doesn't matter much in this case since it is a bundled price for the whole PC.

But I this this is important to note. I think he's comparing against microcenter build with same cpu but 9070XT. Price is same at $1699. Which in this case I think he should lean onto this bundle if he can get it
