while the drill driver could be used for both, constantly switching between drill bit and Phillips or torx bit to drive in the screw slows down the project and increases chance of dropping the bits on the ground or misplacing the bits. Hence why you want both.
The impact driver is less susceptible to cam out on Phillips because of the impact action. The impact has over twice the power for removing stubborn screws. But… the impact can't drill holes. So you need both.
