Possibly considering this... are the 1.5ah batteries in this combo kit versus the 2.0ah batteries that normally come with the brushless recip saw and impact driver that big of a downgrade?

The 1.5 batteries are ok for the drill and driver assuming you are not using them for a big job like building a deck. But both a 1.5 and 2.0 are not going to last very long in the recip saw. They would be good enough to prune a few branches or make some small demolition cuts. I would recommend waiting for a deal on a similar Hart kit, which frequently come with a 4.0 battery, especially with Black Friday coming up.
