Are these noisy tires?
No if properly balanced. You may see bad reviews because these are sold exclusively by WalMart. I don't trust Walmart tire installers!

Kumho Solu TA31 is an extremely quiet tire capable of lasting 55K-60K miles.

my situation is that I don't drive that much on the Civic, but I want to last more than three years without it cracking and made in somewhere else other than Mexico
Ordered Reliants from Walmart around Thanksgiving. All tire less than 2 months old from USA (lucky perhaps). Our cars have similar power/weight as the Civic, so your requirements are reasonable. No snow in S Cal, which may influence cracking/bulging in winter states. I check and maintain 40 psi cold tire pressure twice a month.

Walmart's tire installation can be good or horribly bad (road noise, etc...). I mount and static balance each tire to 1/8 oz. The Reliants come in H and V speed rating. Avoid H due to weak tire construction.

Have 2017 Sumitomo tires (195/60/15H). No cracks or sidewall bulge. Excellent rubber chemistry in the old days to resist rubber breakdown.

Given that Walmart, customer service has a long wait time. I feel like just ordering these tires for delivery and pay elsewhere to install it. If I have a delivery, would it be a high chance that they give me old stock?

I actually could borrow my aunts costco card so can go to them too.

I doubt you're going to find a better price at Costco, and they won't install someone else's tires, or at least mine won't.

Are these worth the extra $100 for a set of 4 compared to these? https://www.samsclub.com/ip/seort/13728811867

You can try calling your Costco, but as I said I know for a fact mine won't. We have BJ's Clubs around here too, and they also won't.

Those are a grand touring tire. So they will offer better performance traction but give up a lot of lifespan and also be a little louder.

I just doubled check my tires and they are the same Goodyear assurance outlast all seasons, but 91H instead of V. Installed 11/24/20 so five years and these have deep cracks now on all 4 tires on the treads, made in Mexico. $68 and $12 installation. Curious how the prorated warranty is anyone thanks

Found this on Google: 6 years or 65,000 miles, with free replacement in the first year or first 2/32" of wear, then prorated.

I wouldn't expect much on the prorate, though.

Also, I called some tire shops around town to see if they could price match, this must be a Walmart-only tire because none of them could even get it and none of them could come close on price ($50+ difference)

i think that the assurance outlast series of tires from goodyear might be exclusive or semi exclusive to walmart. based on its 80k mile warranty, goodyear is ranking it on the high end of tires they offer.

How do these compare to the goodyear reliant tires? About $30 cheaper
reliant carries a 65k mile warranty.
outlast carries a 80k mile warranty.
reliant has a UTQG of 600 a a.
outlast has a UTQG of 800 a b.

UTQG (uniform tire quality grade) can easily be understood as follows:
the number = the treadwear (life of the tire).
the first letter = the tires traction (stopping ability on a wet road).
the second letter = the tires ability to handle heat buildup.
