The cost to build a system yourself would be similar.
But then you would not be stuck with bottom of the barrel choices for the MOBO, RAM, PSU, SSD, Cooler, etc and could pick your own case.
You would also have warranty from the manufacterers. Instead of thru Acer.
Ebay listing is clearly labeled as refurbished.
Walmart 3rd party listing does not specify but is likely refurb.

Here's what mine had.
Motherboard: Gigabyte B760M C V3 [amazon.com] - A budget option but seems to be good for what it is
GPU: Gigabyte GeForce RTX 5070 Ti WINDFORCE OC [amazon.com] - Again, a budget option that is good for what it is
RAM: Teamgroupp T-Force DDR5 6000 CL38 [amazon.com] - Better RAM than I got in the $1699 Walmart 9800x3d CyberpowerPC build
PSU: Thermaltake Toughpower GT 850W [amazon.com] - Probably a lower tier, but fully modular. Came with a Thermaltake bag that includes extra cables.
Aside from that, yeah, the chassis is basic, but it's compact and the thermals seem pretty good. I would replace the fans and cooler with aftermarket, but that's usually the case for any prebuilt.
I brought down the price a bit with Bank of America 3% cashback and Capitol One Shopping 6.5%.
1,455.99 + 87 (tax) minus cashback $141 = total of $1,402
