NAPA Online will request for an additional 5% on customer's payment method in case of local tax variation. This is just a hold and will be reversed once the order is picked up in store. However the refund will still depend as to how fast your bank can process the refund but typically appear within 3-5 business days.

So has it been 3-5 business days? Give them a chance to process it. I think you are overreacting right now. if it doesn't show within a week, dispute the overcharge. I agree they shouldn't do that, it's BS, but opening a dispute for $5 or whatever the over amount is without waiting is a huge waste of your time.
EDIT: May have spoken too fast. The order shows $5 off, but they charged the full amount, and did not give me the $5 off.

I stopped by 2 NAPA's on Sunday that I happened to be passing by and neither had it in stock, despite online indicating both stores had it in stock.
