3. Since you are not using rewards to pay for the items and are spending OOP, the rebate is valid to apply for.

i used the pdf receipt from staples.com. i circled all of the information, and they accepted it with 90 minutes.
No specific reason given. Just that didn't meet requirements.
Just got denied and I emailed back to ask why.
There is an email confirmation virtually IMMEDIATELY upon sending email to rebate.
If you did not get that confirmation, your rebate did not go through.
