I highly recommend buying new. The item may look new but you're rolling a dice as far as longevity. The worst part is you don't know how long the pencil will last. Apple recommends at least once a month to pair and charge the pencil because if you leave it dead too long, the pencil is toast.

That is just a link to Apple repair. I can find that. Where does it states that Apple will replace the battery for $30? That is what I am asking.

That is not replacing the battery, that is replacing your pencil with another when you send it back to Apple. The Apple pencil is a sealed product and the battery is not replaceable without destroying the product.
I did and Apple will replace the Apple pencil under warranty for $29. Out of warranty 1st gen $39 and $109 second gen.

1. Battery cannot be replaced by Apple, they merely just replace the pencil.
2. Cost $29, not true either. $29 is an estimate cost as atual cost is between $39 to $109 depending on the specific model. In this case the Apple Pro pencil is the later.

Used ipad for two years and got a different ipad, bought different pencil. Used it zero times.
Same for the 4 Samsung Galaxy Tabs I've owned which come with a pencil.
Use my kindle scribe premium pen every daily.
If your use case doesn't exist at the moment or isn't a notable part of how you have and actually will use it, you're wasting money.
