Store by store. Each store can set their own clearance price. If your store shows "In Stock. Buy in store only" that's typically a pretty good indicator it's on clearance. But could be 15%-70% off.

Totally YMMV. Silent Hill was $12 at one store, and not clearanced at all at the next. But right now, worth checking out since there's a bunch of stuff available across the board - just not consistently.
