11/26/2025 10:28am PST Update: This is now limited to ONE transaction, with 20% rewards back up to $1,250. Paypal email memo notes that the promotion for spend on multiple transactions prior to the notification will be honored.
Walmart:
1) you have to make sure Paypal is not a saved method of payment in your wallet. If so, go into your account and remove it
2) When you are in checkout, uncheck the box that says Remember Paypal as a payment option.

YMMV but it seems they may cap you (I'm guessing depending on your income level, transaction amount and any prior transaction and respective amount, etc).
They probably saw more than one of these loan requests coming in within the past hour or two and have a hard limit at least daily.
Yesterday I bought something for $950, then was declined a few hours later. I still can't use it today.
Yesterday my wife bought something for $275, then was declined a few hours later.
Edit: I just came back! It might be 24 hours after you pay off the balance owed. We need more feedback from others to figure this out!
