Avoid Aliexpress via Paypal. All, yes ALL, transactions are being processed by Paypal as cash advance! Resulting in Credit Card Issuer inflicting a cash advance transaction fee + accrual of daily interest as high as 28% APR! No way to resolve and all three companies (CC, AE & Paypal) will circle jerk the finger pointing of who is responsible with no solution. Reddit is exploding with many customers getting hit with these fees in the tune of 10's and even 100's of dollars. Avoid!!!

Paying the balance early in Pay Monthly won't violate the terms.

Remove your PayPal account from eBay payment first. Now after making a purchase, it will redirect you to PayPal, pick 'pay in 4' from there.

2 questions (TIA for answering):
  1. Can I pay for something on Ebay (Pay in 4 is not available but Paypal credit is)
  2. Given a clause below is there any way to avoid hard credit pull when applying for this?

    PayPal Credit
Buy now and pay over time.
Apply today with no impact to your credit score if declined. If approved, you can shop with PayPal Credit anywhere PayPal is accepted.
An approved PayPal Credit application will result in a hard credit inquiry, which may impact your credit score. Subject to credit approval.
Paypal Credit is not applicable for this deal.

Only use Paypal Pay in 4 or Pay monthly, when available, not Paypal credit.

Pay in 4 is not available at all Merchants that accept regular Paypal. I don't know if that's the case with Samsung though
Others got it to work with Samsung, not sure why mine doesn't. I use BofA, does that affect Pay in 4?

It shows for me. You have to scroll to the bottom but it is there on Samsung site. BB it is on the top.
Is it through the Express Checkout section? I'm only seeing my credit/debit cards, bank and then PayPal Credit (I applied and was approved for but that's not the right option). The bottom is my shipping address and there isn't any other options for PayPal.

Below that is a section for 4 installments but only Affirm and Klarna are available.

Can you use this promo by paying directly with a linked bank account? I only have Capital One and Chase credit cards, which seem to be ineligible.
Yes, I did

I don't see pay-in-4 but I do get pay monthly. Are both eligible for 20%?

Up to $1250 spend is per transaction. Reads to me as if it can be used multiple times. This is going to be quite good - like almost as good as the Bing 30% cashback from way back when.Edit: Sounds like it's total spend of $1250, but can be spread across multiple purchases. Still pretty darned great!
Hey so it's 1250 max per purchase. I have now spent 2300 over two purchases it it shows 20% for all of them

Did the $15 off offer show in your cart at checkout? And was it a physical or emailed gift card?

Gift cards are explicitly excluded from that $15 promotion. So I'm wondering if it's just a backend error that they've now corrected since I can't duplicate this even though I have both the $10 and $15 offers saved in my circle account.
$15 is Target rewards, not gift card. It did not appear during checkout. But after the purchase, the offer shows completed and rewards added to my account. Keep in mind that you have to add the item to your holiday wish list first.

I just made a samsung.com purchase for $1400ish, clicked the 'paypal' button, logged into paypal popup, selected pay-in-4, and it then went through. The only thing I can think of as to why your paypal wouldn't be offering it is if your purchase amount is over the limit paypal sets for pay-in-4, since it's done on an account-by-account basis. Mine had been $1500 for the past 4 years or so, and now today I see it is $3,400

So I check the offer term. I am not sure if the gift card is eligible for such promotion. It said in category 5) store value cards are not qualify for it. I think or believe store value card is gift card.

"Eligible Purchase(s)": Eligible Purchases are purchases made using either Pay in 4 or Pay Monthly that are completed during the Offer Period by an Eligible Participant who has saved the Offer. Eligible Purchases do not include: (1) purchases that are marked as "pending" as of the end of the Offer Period, (2) purchases with Pay in 4 where the first payment has not been successfully processed, (3) any purchase or portion of a purchase that involves a payment method other than Pay in 4 or Pay Monthly; (4) purchases made at a merchant who enrolled in Pay Later within 30 days prior to the start of the promotion; and (5) any purchase involving non-profit organizations, gambling, security brokers/dealers, foreign currency/money orders, and stored value cards. Satisfaction of Eligible Purchase criteria will be determined solely by PayPal. "
